Neighborhood Development Center (NDC) has recently launched its Business Resource Center (BRC) at the Rondo Library as a means of addressing the "digital divide" - a term which describes the gap in knowledge and experience with computers and technology that is common in low-income communities. NDC believes digital inclusion for low-income entrepreneurs represents empowerment at the most basic level.

NDC's Business Resource Center's are technology-based resource centers which provide entrepreneurs with access to computers and one-on-one mentoring in areas such as using key business software, establishing a website, web based marketing, and creating print-based marketing materials.
